	LEGISLATIVE COUNSEL'S DIGEST


   SB 928, as introduced, Evans. County powers.
   The California Constitution governs the adoption of a charter for
governance of a county, and the powers granted to the county under
that charter.
   This bill would express the intent of the Legislature to enact
legislation that would expand the powers of a county that has adopted
a charter.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  It is the intent of the Legislature to enact
legislation that would expand the powers of a county that has adopted
a charter.
