    An act relating to local government.   An
act to add Section 25202.5 to the Government Code, relating to local
government.

   SB 928, as amended, Evans.  County powers.  
Counties: taxes: authorization.  
   The California Constitution prohibits the Legislature from
imposing taxes for local purposes, but allows the Legislature to
authorize local governments to impose them.  
   This bill would authorize the board of supervisors of any county
to levy any tax that may be levied by any charter city, subject to
the voters' approval pursuant to Article XIII A and Article XIII C of
the California Constitution.  
   The California Constitution governs the adoption of a charter for
governance of a county, and the powers granted to the county under
that charter.  
   This bill would express the intent of the Legislature to enact
legislation that would expand the powers of a county that has adopted
a charter. 
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 25202.5 is added to the 
 Government Code  , to read:  
   25202.5.  Except as provided in Section 7282 of the Revenue and
Taxation Code, the board of supervisors of any county may levy any
tax that may be levied by any charter city, subject to the voters'
approval pursuant to Article XIII A and Article XIII C of the
California Constitution.  
  SECTION 1.    It is the intent of the Legislature
to enact legislation that would expand the powers of a county that
has adopted a charter.
