SUMMARY : Eliminates, reforms or reorganizes several state
boards, commissions and other entities and is a trailer bill
containing necessary statutory and technical changes to
implement the Budget Act of 2012. Specifically, this bill :
1)Transfers State Mediation and Conciliation Services from the
Department of Industrial Relations to the Public Employee
Relations Board (PERB) to consolidate public-sector labor
relation functions under PERB.
2)Reforms the Commission on the Status of Women, by changing its
name to the Commission on the Status of Women and Girls
(Commission) and providing specific issue areas for Commission
study and advocacy, such as the educational needs of women and
girls and health and safety issues impacting women and girls.
In addition, directs the Commission to seek funding from
private entities and reduce its reliance on state funding.
3)Consolidates the Commission on Uniform State Laws within the
Legislative Counsel Bureau.
4)Eliminates the Fair Employment and Housing Commission and
creates a new requirement for dispute resolution before Fair
Employment and Housing Act cases go to court. Also creates a
new Fair Employment and Housing Council, with members
appointed by the Governor and confirmed by the Legislature,
which will conduct public hearings and issue interpretive
regulations as appropriate. Also allows the courts to award
reasonable fees and costs to the Department of Fair Employment
and Housing and creates a special fund for the deposit of
awarded fees that, upon appropriation by the Legislature,
transfer to the General Fund (GF) to support departmental
functions.
5)Eliminates the Technology Services Board, which has become
obsolete.

6)Eliminates the Electronic Funds Transfer Task Force, which has
become obsolete.
7)Eliminates the Division of Labor Statistics and Research and
establishes a consolidated public works enforcement program
within the Division of Labor Standards Enforcement in the
Department of Industrial Relations.
8)Reduces the size of the California Unemployment Insurance
Appeal Board by two members (from a total of seven to five)
and increases the qualifications of the Board members to
require that they, at a minimum, be an attorney and have one
year of experiences in conducting judicial hearings or five
years of experience in the practice of law.
9)Contains an appropriation allowing this bill to take effect
immediately upon enactment.
FISCAL EFFECT : These organizational changes will achieve GF
savings of $622,000 and $600,000 in savings in other funds in
2012-13.
COMMENTS : These changes seek to improve efficiencies, cut costs
and improve performance of state government by consolidating
similar functions under appropriate departments and reforming
and improving boards and commissions.
