This bill extends the sunset dates for various professional
boards under the Department of Consumer Affairs (DCA) and makes
technical and clarifying changes. Specifically, this bill:
1)Extends the sunset date for investigation provisions under the
Medical Practice Act, as well as the vertical enforcement and
prosecution model of medical misconduct, from January 1, 2013
to January 1, 2014.
2)Extends the sunset date for the Naturopathic Medicine
Committee under the Osteopathic Medical Board of California
from January 1, 2013 to January 1, 2014;
3)Extends the sunset date for the Physical Therapy Board (PTB)
and the term of its executive officer (EO) from January 1,
2013 to January 1, 2014;
4)Extends the sunset date for the Board of Pharmacy (BOP), the
BOP appointment authority, and the term of its EO from January
1, 2013 to January 1, 2017;
5)Extends the sunset date for the Court Reporters Board (CRB),
the term of its EO, and specified Transcript Reimbursement
Funds (TRF) from January 1, 2013 to January 1, 2017.
6)Extends the sunset date for provisions relating to enforcement
by the Bureau of Electronic and Appliance Repair, Home
Furnishings, and Thermal Insulation from January 1, 2013 to
January 1, 2015.
7)Makes other technical, conforming, and clarifying changes
within the Business and Professions Code.

FISCAL EFFECT
Annual fee-supported special fund costs associated with
continued operation of the following regulatory entities, as
follows:
1)Naturopathic Medicine Committee, $174,000.
2)Physical Therapy Board, $3.3 million.
3)California State Board of Pharmacy, of $15.3 million.
4)Court Reporters Board of California, of $1.1 million.
COMMENTS
1)Rationale . This bill is one of the four sunset bills authored
by Senator Price this year. According to the author, this
bill is necessary to extend the sunset date of various
oversight boards.
2)Related Legislation . Other sunset bills pending in committee
include SB 1236 (Price), which relates to the Board of
Podiatric Medicine and the Physician Assistant Committee; SB
1238 (Price), which relates to the Board of Behavioral
Sciences and the Board of Psychology; and SB 1239 (Price),
which relates to the Acupuncture Board.
