To the Members of the California State Senate:

I am returning Senate Bill 1258 without my signature.

This bill requires the Department of Veteran Affairs to develop
outcomes and related indicators for assessing the status of veterans
in California.

Executive Order B-13-11 was issued to address budgeting issues like
the ones the author identifies in the bill.  My administration began
a new process for collaborating with the Legislature this year,
particularly in establishing program goals and measuring program
outcomes.  We should give this new process time to work.

I look forward to collaborating with the Legislature to achieve
better outcomes for veterans.
