SUMMARY
This bill authorizes the Sewerage Commission Oroville (SCO) to
apply, on or after July 1, 2013, to the State Water Resources
Control Board (SWRCB) for a permit to appropriate an amount of
water up to the amount of treated wastewater SCO discharges into
the Feather River. The bill would allow SCO to sell or utilize
for any beneficial purpose water appropriated under the permit.
Additionally, the bill requires SWRCB to prepare, by July 1,
2013, a report on the potential cumulative effects of waste
discharge entities applying for water rights to their
discharges.
FISCAL EFFECT
Onetime costs in 2012-13 of approximately $110,000 to SWRCB to
complete the cumulative effects report (special fund).
COMMENTS
1)Rationale. The author intends this bill to provide an option
to SCO that might allow it to recoup the costs of water
treatment, which the author describes as increasingly
expensive. The author notes last year's enactment of AB 134
(Chapter 212, Dickenson), which authorized the Sacramento
Regional County Sanitation District to apply to SWRCB for a
permit to appropriate an amount of water for diversion from
the Sacramento River or the Sacramento San-Joaquin Delta equal
to the amount of treated wastewater discharged by the
district.
