           SUMMARY  

          This bill deletes the definition of "compost" in the Compost 
          Market Program and replaces it with a reference to the 
          definition of "compost" used in the Integrated Waste Management 
          Act. 

           FISCAL EFFECT  

          No state costs.

           COMMENTS  

          The author contends that, by referencing the definition of 
          compost that applies to the rest of the Integrated Waste 
          Management Act, this bill simplifies the definition of compost 
          for regulatory and market development programs.  

          The author's office states this urgency measure is not a spot 
          bill.
