           DIGEST  :    This bill enhances the duties of the State 
          Office of Planning and Research (OPR).

           Assembly Amendments  (1) delete clean energy technologies 
          from the subject and add energy security; (2) delete 
          language that states among other things, coordinate with 
          the United States Armed Forces, where appropriate and 
          feasible, and to the extent permitted or required by 
          federal law, on the implementation of complementary energy, 
          environmental, and procurement policies, including 
          promoting the commercialization of clean energy 
          technologies and the deployment of clean energy projects in 
          California.  This bill requires, to the extent permitted by 
          federal law, OPR to provide assistance in resolving 
          conflicts associated with research, development, and 
          deployment of clean energy in California by the U.S. Armed 
          Forces; and (3) add language that states identify those 
          state agencies that develop and implement state energy and 
          environmental policies that directly impact on the U.S. 
          Department of Defense's (DoD) energy security and military 
          mission goals.  This bill requires those identified state 
          agencies, when developing or implementing those state 
          policies, to consider those direct impacts.  This bill 
          requires OPR to serve as a liaison to coordinate effective 
          inclusion of the DoD in the development and implementation 
          of state energy and environmental policy.

           ANALYSIS  :    Existing law establishes the OPR in state 
          government in the Governor's office and requires OPR to, 
          among other things, coordinate the development of policies 
          and criteria to ensure the federal grants-in-aid 
          administered or directly expended by state government 
          advance statewide environmental goals and objectives and to 
          coordinate research activities of state government directed 
          to the growth and development of the state and the 
          preservation of environmental quality, and render advice to 
          the Governor, his/her cabinet, to the Legislature, and any 
          agency or department of state government, and provide 
          information to, and cooperate with, the Legislature or any 
          of its committees.

          Existing law declares the state policy to promote all

          feasible means of energy and water conservation and all 
          feasible use of alternative energy and water supply 
          sources.  Existing law establishes various programs to 
          provide to specified entities financial assistance for the 
          installation of energy efficiency measures and renewable 
          energy resources.

          This bill: 

          1. Requires OPR to identify which state agencies must 
             consider energy security and military mission goals. 

          2. Requires OPR to serve as a liaison to coordinate 
             effective inclusion of DoD in the development and 
             implementation of state energy and environmental policy. 


          3. States this bill does not intend to authorize or require 
             DoD to operate differently from other self-generating 
             ratepayers, or alter any existing rate structures.

           Background
           
          The OPR, created by statute in 1970, is part of the Office 
          of the Governor.  OPR serves the Governor and his cabinet 
          as staff for long-range planning and research, and 
          constitutes the comprehensive state planning agency.

          The U.S. military plays an important role in California.  
          It is steward to approximately 10% of California's land, 
          its operations and personnel contribute billions of dollars 
          to the state's economy and its military bases provide 
          critical training for national defense.  In recognition of 
          the military's impact on the state, Executive Order S-16-06 
          established the Governor's Advisor for Military Affairs 
          within OPR.  Under this executive order, OPR coordinates 
          state policies that affect the military, including land use 
          planning, regulatory activities by state agencies, and 
          state legislation.  OPR works to improve communication and 
          encourage collaboration between local governments and the 
          U.S. Military on land use planning and development issues 
          in California.  The Governor's Advisor for Military Affairs 
          works closely with all branches of the military on areas of 
          mutual concern and priority.  Areas of focus include:

             Land Use:  OPR works with active military installations 
             in California and local communities to reduce potential 
             land use conflicts;

             Energy:  OPR and other state agencies actively partner 
             with the military to advance shared energy goals, 
             including the expansion of energy efficiency and 
             renewable energy; and

             Regulatory Activities:  OPR and the military work 
             cooperatively to ensure that active military 
             installations are able to comply with state regulations.

          Comments 
           
          The author's office states that this bill is not intended 
          to affect ratepayers or customers at all, as it merely 
          requires state agencies, at the direction of OPR, to 
          consider DoD's energy security and related military mission 
          goals in addressing state energy and environmental policy 
          matters.

           Related legislation  .  AB 342 (Atkins) codifies the existing 
          relationship between OPR and the DoD on issues relating to 
          state policies that affect the military.

          According to the Assembly Appropriations Committee, no 
          additional cost.  This bill's provisions are consistent 
          with current activities conducted by OPR.
