To the Members of the California State Senate:

I am returning Senate Bill 1497 without my signature.

This bill would prohibit a high school student from being counted
more than once as a high school dropout.

While this bill codifies current administrative practices, the State
Department of Education already follows federal guidance in
calculating dropout rates which prevents duplicate counting of high
school dropouts.

Signing this bill would not change anything in current practice, and
is therefore, unnecessary.
