SUBJECT : Federal Secure Rural Schools and Community
Self-Determination Act of 2000: extension
SUMMARY : Urges the 113th Congress to reauthorize and fully
fund the federal Secure Rural Schools and Community
Self-Determination Act of 2000 prior to September 30, 2103 to
provide a long-term, stable source of funding for schools and
counties to maintain vital programs and to avoid any
interruption in county services and school operations.
FISCAL EFFECT : This measure is keyed non-fiscal.
COMMENTS : When Congress created the Forest Service in the
early 1900's, that action reduced the tax base for rural
counties, resulting in a loss of local revenue. In response,
Congress enacted legislation requiring that 25% of all revenue
generated from the national forests would be shared with the
rural counties to be used for schools and roads. Revenue from
this source declined with the reduction of timber harvesting, so
Congress enacted the Federal Secure Rural Schools and Community
Self-Determination Act of 2000 to secure a minimum level of
funding. The Act was granted a one year extension in June 2012
and is set to expire this September. In 2102, the Act provided
$37.8 million to about 40 California counties.
