This measure would extend an invitation to the people of El Salvador to join California and commit to the development of programs to foster social, economic, educational, scientific, and cultural programs in order to strengthen the democratization process and economic development of El Salvador and to promote economic ties and to improve international understanding and goodwill.

P1 1WHEREAS, El Salvador and California are economic centers
2for commercial, industrial, and financial business; and
3WHEREAS, Salvadoran-Americans constitute the second largest
4Latino community in California, numbering close to 600,000
5throughout the State and 6 percent of all immigrants nationwide;
6and
7WHEREAS, El Salvador and California share common cultural
8ties, similar early history during the Spanish colonization, and
9strong family ties among sectors of their populations, and the Cities
10of Los Angeles and San Francisco have the largest concentration
11of Salvadoran-Americans in California; and
P2 1WHEREAS, Although El Salvador and California share a great
2deal in common, they are sufficiently different that both would
3benefit from increased trade, investment, tourism, cultural,
4educational, and scientific exchanges; and
5WHEREAS, California’s educational and academic
6communities, through casework and research studies carried out
7by prestigious research institutions, have recognized the significant
8economic, cultural migratory, and political contributions of the
9Salvadoran-American community in California; and
10WHEREAS, The Legislature of the State of California is
11committed to encouraging relationships and exchanges between
12California and other regions of the world in order to promote better
13economic ties, understanding, and cultural relations; and
14WHEREAS, Salvadoran-American workers in California support
15our economy with indispensable labor, which in turn provides
16remittances in El Salvador, totaling 16.7 percent of El Salvador’s
17gross domestic product in 2012, the largest percentage in any Latin
18county; and
19WHEREAS, The United States prospered from a $692.6 million
20trade surplus with El Salvador in 2013; and
21WHEREAS, El Salvador has been recognized by President
22Obama’s Presidential Policy Directive on Global Development as
23one of four select countries chosen based on data indicating
24economic gains resulting from increased foreign investment and
25trade between both nations; and
26WHEREAS, Establishing a relationship between El Salvador
27and California would help achieve these goals, and would stimulate
28and facilitate additional mutually beneficial exchanges in cities
29such as Los Angeles and San Salvador; and
30WHEREAS, El Salvador is committed to developing a
31cooperative relationship with California; now, therefore, be it
32Resolved by the Assembly of the State of California, the Senate
33thereof concurring, That the Legislature of the State of California,
34on behalf of the people of the State of California, hereby extends
35an invitation to the people of El Salvador to join California and
36commit to the development of programs to foster social, economic,
37educational, scientific, and cultural programs in order to strengthen
38the democratization process and economic development of El
39Salvador and to promote economic ties and improve international
40understanding and goodwill; and be it further
P3 1Resolved, That the Chief Clerk of the Assembly transmit copies
2of this resolution to the President of the El Salvador and the
3Governor of California.
