This measure would extend an invitation to the people of El Salvador to join California and commit to the development of programs to foster social, economic, educational, scientific, and cultural programs in order to strengthen the democratization process and economic development of El Salvador and to promote economic ties and to improve international understanding and goodwill.

3Angeles and San Francisco having the largest concentration of
4Salvadorans in California; and
5WHEREAS, Salvadoran-Americans constitute the second largest

7one millionend insert throughout thebegin delete Stateend deletebegin insert stateend insert and 6 percent of all
8immigrants nationwide; and
9WHEREAS, El Salvador and California share common cultural
10ties, similar early history during the Spanish colonization, and
11strong family ties among sectors of their populations, and the Cities
12of Los Angeles and San Francisco have the largest concentration
13of Salvadoran-Americans in California; and
14WHEREAS, Although El Salvador and California share a great
15deal in common, they are sufficiently different that both would
16benefit from increased trade, investment, tourism, cultural,
17educational, and scientific exchanges; and
18WHEREAS, In 2010, the Legislature officially established the
19area between Adams Boulevard and 11th Street on Vermont Avenue
20in the City of Los Angeles as the El Salvador Community Corridor,
21which is now home to more than 100 Salvadoran businesses; and
22WHEREAS, California’s educational and academic
23communities, through casework and research studies carried out
24by prestigious research institutions, have recognized the significant
25begin delete economic, cultural migratory, and politicalend deletebegin insert cultural and economicend insert
26 contributions of the Salvadoran-American community in California;
27and
28WHEREAS, The Legislature of the State of California is
29committed to encouraging relationships and exchanges between
30California and other regions of the world in order to promote better
31economic ties, understanding, and cultural relations; and
32WHEREAS, Salvadoran-American workers in California support
33our economy with indispensable labor, which in turn provides
34remittancesbegin insert to familiesend insert in El Salvador, totaling 16.7 percent of El
35Salvador’s gross domestic product in 2012, the largest percentage
36in any Latinbegin delete countyend deletebegin insert American countryend insert; and
37WHEREAS, The United States prospered from a $692.6 million
38trade surplus with El Salvador in 2013; and
39WHEREAS, El Salvador has been recognized by President
40Obama’s Presidential Policy Directive on Global Development as
P3 1one of four select countries chosen based on data indicating
2economic gains resulting from increased foreign investment and
3trade between both nations; and
4WHEREAS, El Salvador and California would both benefit from
5increased trade, investment, and tourism, and increased cultural,
6educational, and scientific exchanges; and
7WHEREAS, President Barack Obama initiated the Presidential
8Policy Directive on Global Development in 2010, which identified
9El Salvador as one of four select countries chosen for increased
10foreign investment based on their track record of partnering with
11the United States, policy performance, and the potential for
12continued economic growth; and
13WHEREAS, The Legislature is committed to encouraging
14relationships and exchanges between California and other regions
15of the world in order to promote better economic ties,
16understanding, and cultural relations; and
17WHEREAS, Establishing a relationship between El Salvador
18and California would help achieve these goals, and would stimulate
19and facilitate additional mutually beneficialbegin delete exchanges in cities begin insert exchangesend insert; and
20such as Los Angeles and San Salvadorend delete
21WHEREAS, El Salvador is committed to developing a
22cooperative relationship with California; now, therefore, be it
23Resolved by the Assembly of the State of California, the Senate
24thereof concurring, That the Legislature of the State of California,
25on behalf of the people of the State of California, hereby extends
26an invitation to the people of El Salvador to join California and
27commit to the development of programs to foster social, economic,
28educational, scientific, and cultural programs in order to strengthen
29the democratization process and economic development of El
30Salvador and to promote economic ties and improve international
31understanding and goodwill; and be it further
