Assembly Concurrent Resolution No. 75—Relative to the California Counsel on Science and Technology.

LEGISLATIVE COUNSEL’S DIGEST

ACR 75, as introduced, Bonilla. California Council on Science and Technology.

This measure would honor the California Council on Science and Technology for 25 years of service and unbiased advice to the State of California.

P1    1WHEREAS, The California Council on Science and Technology
2(CCST) will celebrate its 25th anniversary during the year 2013,
3and in recognition thereof, it is deserving of special public
4commendations; and

5WHEREAS, The CCST, as envisioned by the California State
6Legislature in 1988 by Assembly Concurrent Resolution No. 162,
7was created to ensure the state’s competitiveness in science and
8technology; and

9WHEREAS, The CCST was directed to bring together experts
10from academia, industry, and other research institutions in
11California to provide impartial analyses on science and
12technological issues affecting the State of California; and

13WHEREAS, These scientists and engineers have responded to
14requests for analyses on significant and challenging science and
P2    1technology related issues in California, ranging from education to
2climate change and exploring California’s energy future; and

3WHEREAS, The CCST has worked effectively with the
4Legislature, the Governor’s office, and many state agencies to
5accomplish these ends; and

6WHEREAS, The CCST has expanded its scope to include a
7formal partnership with six major federal laboratories in California
8and established a California teachers advisory council; and

9WHEREAS, The California Science and Technology Policy
10Fellowships, offered by the CCST, place professional scientists
11and engineers in the California State Legislature for one-year
12appointments. These professional development opportunities enable
13fellows to work hands on with policymakers to develop solutions
14to complex scientific and technical issues facing California through
15their interaction with the legislative process; and

16WHEREAS, The CCST’s accomplishments as a voice for
17California’s science and technology community have led to
18collaborations with the national academies; and

19WHEREAS, The maintenance of California’s scientific and
20technological infrastructure is vital to the continued growth of this
21state’s economy; and

22WHEREAS, The CCST has proven an effective and dedicated
23organization to the study, preservation, and enhancement of this
24infrastructure; and

25WHEREAS, The CCST has successfully represented California’s
26science and technology professions at the highest level providing
27independent and objective analyses to the state as requested or
28identified as important to the state by its own analysis; now,
29therefore, be it

30Resolved by the Assembly of the State of California, the Senate
31thereof concurring,
That the Legislature honors the California
32Council on Science and Technology for 25 years of service and
33unbiased advice to the State of California; and be it further,

34Resolved, That the Chief Clerk of the Assembly transmit copies
35of this resolution to the chairperson of the CCST and to the author
36for appropriate distribution.
