SUBJECT : Memorial Highway Naming
SUMMARY : Names the Round Mountain Bridge on Interstate 8 (I-8)
as the Border Patrol Agent Eric Norman Cabral Memorial Bridge.
Specifically, this bill :
1)Recounts the life of Border Patrol Agent Cabral.
2)Designates the Round Mountain Bridge on Interstate 8 (I-8) as
the Border Patrol Agent Eric Norman Cabral Memorial Bridge.
3)Requests the California Department of Transportation
(Caltrans) to determine the cost of appropriate signs,
consistent with the signing requirements for a state highway
system, showing the special designation and, upon receiving
donations from non-state sources covering that cost, to erect
those signs.
EXISTING LAW : Assigns Caltrans the responsibility of operating
and maintaining state highways including the installation and
maintenance of highway signs.
FISCAL EFFECT : Costs to make and erect the appropriate signs
are covered by donations.
COMMENTS : Border Patrol Agent Cabral was born to Ernie and
Norma Cabral on June 27, 1976 in San Diego, California. He was
the youngest of four children. Agent Cabral was active in
sports and athletics and graduated from Morse High School in
1994. He had a passion for health and fitness that let him to
obtain a Bachelor of Science Degree in Kinesiology from San
Diego State University in 2001, and a Master of Science Degree
in Physical Education from Azusa Pacific University in 2003.
After graduation, Agent Cabral worked as an exercise
physiologist and later became the Assistant Fitness Director and
professor at Southwestern College.
In September 2005, Agent Cabral joined the United States Border
Patrol and graduated with the 601st Academy Session in February

2006. Agent Cabral died on July 26, 2007 from heat-related
injuries after tracking a group of suspected undocumented
immigrants on foot. Agent Cabral was found unconscious along
the Carrizo Gorge Railway railroad tracks, near the south
entrance to the De Anza Springs Resort, near I-8.
Agent Cabral was is survived by his parents, Ernie and Norma
Cabral; sisters, Erma Ponce De Leon, Sheila Lee, and Beverlee
Cabral as well as his fianc�e Ninaliza Naigan.
This resolution designates the Round Mountain Bridge located
between post mile 072.55 and 072.57 on I-8 in San Diego County
as the Border Patrol Agent Eric Norman Cabral Memorial Bridge.
This resolution further requests that Caltrans erect appropriate
signs upon receiving donations from non-state sources to cover
the costs.
