Assembly Joint Resolution No. 52—Relative to military base realignment and closure.

AJR 52, as introduced, Linder. Military base realignment and closure: County of Riverside.

This measure would declare that the Legislature joins the County of Riverside in opposing base realignment and closure affecting the Naval Surface Warfare Center, Corona Division, and March Air Reserve Base.

P1    1WHEREAS, The United States Navy’s Naval Surface Warfare
2Center, Corona Division, and March Air Reserve Base are located
3in the County of Riverside; and

4WHEREAS, The Naval Surface Warfare Center, Corona
5Division, and March Air Reserve Base are major employers in the
6southern California region and major contributors to the region’s
7economy; and

8WHEREAS, Both military installations generate an annual
9payroll approaching $1 billion for local workers in the civilian and
10military workforces; and

11WHEREAS, The United States Department of Defense contracts
12with 900 small business owners located in the County of Riverside
P2    1and its 28 cities, representing $5 billion of economic activity and
2thousands of direct and indirect jobs in the region; and

3WHEREAS, The United States Secretary of Defense has
4repeatedly recommended that the United States Congress authorize
5the closing of military bases domestically and abroad; and

6WHEREAS, The United States Secretary of Defense has
7specifically requested that another Base Realignment and Closure
8Commission be authorized in the near future to close military bases
9across the nation and around the globe; and

10WHEREAS, The Naval Surface Warfare Center, Corona
11Division, and March Air Reserve Base are assets to the United
12States Armed Forces and both installations provide unique missions
13in support of national security and disaster response that make
14these bases ideal to serve as national models for military and
15defense missions; and

16WHEREAS, Both installations have been reviewed by prior
17Base Realignment and Closure Commissions, which resulted in
18March Air Force Base being realigned to a reserve installation and
19adverse impacts to the Naval Surface Warfare Center, Corona
20Division; and

21WHEREAS, Base realignment and closure adversely impacts
22the economies of the County of Riverside and its 28 cities, and the
23region has not fully recovered from the jobs lost as a result of
24previous base realignment and closure; and

25WHEREAS, The reuse of lands outside the cantonment area of
26March Air Reserve Base has not progressed for a variety of reasons
27related to the Great Recession and a lack of capital available for
28financing; and

29WHEREAS, Representatives in the United States Senate and
30House of Representatives oppose further cuts, reductions, and
31realignments to the missions and resources of these two
32installations; and

33WHEREAS, The Office of Military and Defense Services of
34the County of Riverside opposes base realignment and closure
35affecting the Naval Surface Warfare Center, Corona Division, and
36March Air Reserve Base; now, therefore, be it

37Resolved by the Assembly and the Senate of the State of
38California, jointly,
That the Legislature joins the County of
39Riverside in opposing another round of base realignment and

2Division, and March Air Reserve Base; and be it further

3Resolved, That the Chief Clerk of the Assembly transmit copies
4of this resolution to the author for appropriate distribution.
