This measure would declare that the Legislature joins the County of Riverside in opposing base realignment and closure affecting the Naval Surface Warfare Center, Corona Division, and March Air Reserve Base.

P2 1WHEREAS, The United States Navy’s Naval Surface Warfare
2Center, Corona Division, and March Air Reserve Base are located
3in the County of Riverside; and
4WHEREAS, The Naval Surface Warfare Center, Corona
5Division, and March Air Reserve Base are major employers in the
6southern California region and major contributors to the region’s
7economy; and
8WHEREAS, Both military installations generate an annual
9payroll approaching $1 billion for local workers in the civilian and
10military workforces; and
11WHEREAS, The United States Department of Defense contracts
12with 900 small business owners located in the County of Riverside
13and its 28 cities, representing $5 billion of economic activity and
14thousands of direct and indirect jobs in the region; and
15WHEREAS, The United States Secretary of Defense has
16repeatedly recommended that the United States Congress authorize
17the closing of military bases domestically and abroad; and
18WHEREAS, The United States Secretary of Defense has
19specifically requested that another Base Realignment and Closure
20Commission be authorized in the near future to close military bases
21across the nation and around the globe; and
22WHEREAS, The Naval Surface Warfare Center, Corona
23Division, and March Air Reserve Base are assets to the United
24States Armed Forces and both installations provide unique missions
25in support of national security and disaster response that make
26these bases ideal to serve as national models for military and
27defense missions; and
28WHEREAS, Both installations have been reviewed by prior
29Base Realignment and Closure Commissions, which resulted in
30March Air Force Base being realigned to a reserve installation and
31adverse impacts to the Naval Surface Warfare Center, Corona
32Division; and
33WHEREAS, Base realignment and closure adversely impacts
34the economies of the County of Riverside and its 28 cities, and the
35region has not fully recovered from the jobs lost as a result of
36previous base realignment and closure; and
37WHEREAS, The reuse of lands outside the cantonment area of
38March Air Reserve Base has not progressed for a variety of reasons
39related to the Great Recession and a lack of capital available for
40financing; and
P3 1WHEREAS, Representatives in the United States Senate and
2House of Representatives oppose further cuts, reductions, and
3realignments to the missions and resources of these two
4installations; and
5WHEREAS, The Office of Military and Defense Services of
6the County of Riverside opposes base realignment and closure
7affecting the Naval Surface Warfare Center, Corona Division, and
8March Air Reserve Base; now, therefore, be it
9Resolved by the Assembly and the Senate of the State of
10California, jointly, That the Legislature joins the County of
11Riverside in opposing another round of base realignment and
12closure affecting the Naval Surface Warfare Center, Corona
13Division, and March Air Reserve Base; and be it further
14Resolved, That the Chief Clerk of the Assembly transmit copies
15of this resolution to the author for appropriate distribution.
