Assembly Concurrent Resolution No. 113—Relative to epilepsy awareness.

LEGISLATIVE COUNSEL’S DIGEST

ACR 113, as amended, Hagman. Epilepsy awareness.

This measure would proclaim March 26, 2014, as Purple Day to increase epilepsy awareness.

P1    1WHEREAS, Epilepsy is a neurological disorder producing brief
2disturbances in the normal electrical functions of the brain that
3temporarily affects a person’s consciousness, bodily movements,
P1    1or sensations, while creating long-term effects on the lifestyle of
2individuals with epilepsy; and

3WHEREAS, One in 26 people will develop epilepsy and one
4in 10 people will have an epileptic seizure during his or her
5lifetime; and

6WHEREAS, Epilepsy can affect anyone regardless of their
7gender, race, age, religion, educational background, or
8socioeconomic status; and

9WHEREAS, More people suffer from epilepsy than from
10Parkinson’s disease, multiple sclerosis, muscular dystrophy, and
11cerebral palsy combined; and

12WHEREAS, Epilepsy affects more than 65 million people
13worldwide; and

14WHEREAS, Although there is no known cure for epilepsy,
15existing drug therapy, surgery, and other nonpharmacological
16treatments enable approximately 80 percent of individuals with
17epilepsy to lead normal lives with no seizures or a significant
18reduction in seizures; and

19WHEREAS, Epilepsy is a complex disorder that requires further
20research to find a cure and prevention; and

21WHEREAS, The public is often unable to recognize common
22seizure types or to respond with appropriate first aid, and

23WHEREAS, The annual observance of Purple Day on March
2426 advocates for the rights, humane treatment, and appropriate
25education of all persons with epilepsy, while raising awareness
26with families, professionals, and the general public to better
27understand this lifelong disorder; now, therefore, be it

28Resolved by the Assembly of the State of California, the Senate
29thereof concurring,
That the Legislature hereby proclaims March
3026, 2014, as Purple Day and invites all Californians to participate
31by wearing purple and calls upon all citizens, government agencies,
32public and private institutions, businesses, and schools to recommit
33our community to increasing awareness and understanding of
34epilepsy through education while ensuring that all individuals with
35epilepsy lead a full and productive life; and be it further

36Resolved, that the Chief Clerk of the Assembly transmit copies
37of this resolution to the author for appropriate distribution.
