Assembly Concurrent Resolution No. 117—Relative to the Hanren Chang Memorial.

ACR 117, as amended, Ting. Hanren Chang Memorial.

This measure would request the Department of Transportation to grant, without charge, an encroachment permit or permits, if required, authorizing an appropriate memorial plaque, funded by nonstate sources, to be placed within the right-of-way of State Highway Route 35 within the vicinity of the pedestrian beacon between Vale Avenue and Forest View Drive in San Francisco in memory of Hanren Chang.

P1    1WHEREAS, Hanren Chang was born on March 2, 1996, in Daly
2City, and grew up in the City and County of San Francisco; and

3WHEREAS, Hanren Chang attended Lowell High School in
4San Francisco and was an avid runner on the track and
5cross-country teams; and

6WHEREAS, Hanren Chang was loved and respected by her
7family and friends and was known as a selfless and loving person;
8and

9WHEREAS, On the evening of her birthday, March 2, 2013,
10Hanren Chang was the victim of a car accident that occurred under
11tragic circumstances involvingbegin delete an allegedend deletebegin insert aend insert drunk driver on State
P2    1Highway Route 35, also known as Sloat Boulevard, near Forest
2View Drive in San Francisco; and

3WHEREAS, Hanren Chang’s death has affected and touched
4the lives of many people, increased the call for pedestrian safety
5improvements along State Highway Route 35 in San Francisco,
6and heightened public awareness of the number of pedestrian
7fatalities in San Francisco; and

8WHEREAS, Hanren Chang continues to be remembered for her
9sense of humor, laughter, andbegin delete smile,end deletebegin insert smileend insert and is survived by her
10parents and one sister; now, therefore, be it

11Resolved by the Assembly of the State of California, the Senate
12thereof concurring,
That the Department of Transportation is
13requested to grant, without charge, an encroachment permit or
14permits, if required, authorizing an appropriate memorial plaque,
15funded by nonstate sources, to be placed within the right-of-way
16of State Highway Route 35 within the vicinity of the pedestrian
17beacon between Vale Avenue and Forest View Drive in San
18Francisco in memory of Hanren Chang, for view by pedestrians;
19and be it further

20Resolved, That the design and placement of the Memorial
21plaque shall be consistent with the standards of the Department
22of Transportation; and be it further

23Resolved, That the Chief Clerk of the Assembly transmit copies
24of this resolution to the Department of Transportation and to the
25author for appropriate distribution.
