           SUMMARY  

          This measure requests Caltrans to grant an encroachment permit  
          authorizing a memorial plaque in honor of Hanren Chang, to be  
          placed within the right-of-way of State Route 35 near the  
          pedestrian beacon between Vale Avenue and Forest View Drive in  
          San Francisco.

           FISCAL EFFECT  

          Minor State Highway Account costs to Caltrans to provide the  
          encroachment permit. The cost of the plaque will be fully  
          covered by donations.
           
           COMMENTS  

           Purpose  . This measure honors the memory of Hanren Chang, a  
          17-year-old Lowell High School student who was struck and killed  
          by an alleged drunk driver on March 2, 2013.
