           SUMMARY  :  Requests the Department of Transportation (Caltrans)  
          to issue an encroachment permit, without charge, authorizing the  
          placement of a memorial plaque, funded by nonstate sources,  
          within the right-of-way of State Highway Route (SR) 35 within  
          the vicinity of the pedestrian beacon between Vale Avenue and  
          Forest View Drive in San Francisco in memory of Hanren Chang.

           The Senate amendments  :  

          1)Clarify that Hanren Chang was struck by a drunk driver, not an  
            alleged drunk driver.   

          2)Require the design and placement of the memorial plaque to be  
            consistent with Caltrans' standards.  

           EXISTING LAW  charges Caltrans with maintaining and operating  
          state highways, including monuments and plaques placed in the  
          highway right-of-way.  An encroachment permit allows someone  
          other than Caltrans to conduct activity, including installing  
          permitted structures, in the highway right-of-way.  Caltrans  
          issues encroachment permits for the installation of billboards,  
          mailboxes, fences, monuments, and other such structures.  

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.

           COMMENTS :  According to the author, on the evening of her  
          birthday, March 2, 2013, Lowell High School student Hanren Chang  
          was struck by a drunk driver on Sloat Boulevard (SR 35) near  
          Forest View Drive in San Francisco.  The tragic circumstances of  
          her death heightened public awareness of the number of  
          pedestrian fatalities along Sloat Boulevard and in San  
          Francisco.

          As a result of Hanren Chang's death, a number of pedestrian  
          safety features were installed near the area of the incident,  
          including a newly erected pedestrian crossing beacon at the  
          Sloat Boulevard and Forest View Drive intersection.  This  
          resolution requests that Caltrans issue an encroachment permit  
          to enable the placement of a memorial plaque, to be funded by  
          nonstate sources, dedicating the pedestrian crossing beacon in  
          memory of Hanren Chang.
