This measure wouldbegin delete recognize September 20, 2014, as California Tradesmen Dayend deletebegin insert designate a specified portion of State Highway Route 99 in Sacramento and Sutter Counties as the California Small Businesses Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signsend insert.

P1 1WHEREAS, The month of June is celebrated as California Small
2Business Month, in recognition of the tremendous contributions
3small businesses make to the economic strength of our nation and
4state; and
5WHEREAS, The nation’s 28 million small businesses are the
6job creation engine of the American economy, responsible for
7one-half of all private sector jobs, and the source of roughly 70
8percent of all new jobs in the last decade; and
P2 1WHEREAS, California is home to three and one-half million of
2these small businesses, accounting for 99 percent of the state’s
3employers and 52 percent of the state’s workforce, and producing
4more than one-half of California’s gross domestic product; and
5WHEREAS, California is home to the most innovative and
6competitive businesses in the world, placing the state consistently
7among the top 10 economies in the world; and
8WHEREAS, California’s small businesses are critical to the
9economic health of the state because small businesses are
10innovative forces in the marketplace and are among the most likely
11to take risks to create new technologies and industries; and
12WHEREAS, A commitment to small businesses and support for
13small-scale private-sector job creators are among the most
14promising strategies to enhance California’s human capital,
15expand job opportunities, and increase the state’s competitive
16advantage in the global marketplace; and
17WHEREAS, It is appropriate to recognize the important role of
18small businesses in California’s economy by dedicating a portion
19of State Highway 99 as the California Small Businesses Highway;
20now, therefore, be it
21Resolved by the Assembly of the State of
22California, the Senate thereof concurring, That
23the portion of State Highway Route 99 between State Highway
24Route 5 in Sacramento County and State Highway Route 20 in
25Yuba City is hereby designated as the California Small Businesses
26Highway; and be it further
27Resolved, That the Department of Transportation is
28requested to determine the cost of appropriate signs consistent
29with the signing requirements for the state highway system showing
30this special designation and, upon receiving donations from
31nonstate sources sufficient to cover the cost, to erect those signs;
32and be it further
33Resolved, That the Chief Clerk of the Assembly transmit
34copies of this resolution to the Director of Transportation and to
35the author for appropriate distribution.
36WHEREAS, California Tradesmen Day is recognized each year
37on the third Friday in September; and
38WHEREAS, California Tradesmen Day is intended to be a day
39when the nation pauses to thank skilled workers, such as auto
P3 1mechanics, roofers, bricklayers, welders, plumbers, woodworkers,
2electricians, carpenters, and others; and
3WHEREAS, It is a day for people to find ways to show
4appreciation and gratitude to tradesmen by holding celebrations,
5recognition events, and activities throughout the country; and
6WHEREAS, By 2030, 79 million tradesmen will retire with
7only 41 million new workers replacing them; and
8WHEREAS, Most vacated jobs will require training and
9expertise our young people are lacking. Only 6 percent of high
10school students consider a career in the trades; and
11WHEREAS, These trends could mean trouble for a rebounding
12America. Without the appreciation of tradesmen and encouraging
13young adults to enter the trades, homes will not be built, roofs will
14not get fixed, and plumbing will not be repaired; and
15WHEREAS, California Tradesmen Day celebrates the
16hardworking men and women who help ensure that the necessities
17of daily life remain operational and serve as an important element
18in making our economy function efficiently; now, therefore, be it
19Resolved by the Assembly of the State of California, the Senate
20thereof concurring, That the Legislature hereby recognizes
21September 20, 2014, as California Tradesmen Day, urges citizens
22to offer their support to professional tradesmen, and encourages
23bringing more attention to the skilled-labor gap and the
24employment opportunities for skilled tradesmen.
