                  ACR 134 (Linder) - As Introduced:  April 10, 2014
           
          SUBJECT  :  Officer Michael Crain Memorial Highway 

           SUMMARY  :  Designates a specific portion of State Route (SR) 91  
          in Riverside County as the "Officer Michael Crain Memorial  
          Highway."  Specifically,  this bill  :  

          1)Recounts the lifetime accomplishments Michael Crain, a father,  
            husband, decorated veteran, and officer with the Riverside  
            Police Department.  

          2)Designates a portion of SR 91 between La Sierra Avenue and  
            Madison Avenue in Riverside County as the Officer Michael  
            Crain Memorial Highway.  

          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  

           FISCAL EFFECT  :   Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  Born on April 9, 1978, Officer Crain was raised in  
          the Inland Empire and graduated from Redlands High School.   
          Shortly after graduating, Officer Crain enlisted in the United  
          States Marine Corps serving in the 15th Marine Expeditionary  
          Unit, 3rd Battalion, 1st Marine Division.  Officer Crain served  
          two tours in Kuwait as a rifleman ultimately being promoted to  
          Sergeant and being stationed at Camp Pendleton.  After being  
          honorably discharged, Officer Crain joined the Riverside Police  
          Department on August 24, 2001.  On Patrol in the early morning  
          on February 7, 2013, Officer Crain was gunned down in an ambush  
          by a rogue former police officer.  Officer Crain is survived by

          his two children, Ian and Kaitlyn, and wife, Regina. This bill  
          designating a specific portion of SR 91 in honor of Michael  
          Crain acknowledges the significant role Officer Crain played in  
          his community and for his country.
