          SUBJECT:

          Officer Michael Crain Memorial Highway

          DESCRIPTION:

          This resolution designates a portion of State Highway Route 91  
          in Riverside County as the Officer Michael Crain Memorial  
          Highway.

          ANALYSIS:

          The committee has adopted a policy regarding the naming of state  
          highways or structures.  Under the policy, the committee will  
          consider only those resolutions that meet all of the following  
          criteria:

           The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            or structure is located.
           The person being honored must be deceased.
           The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.
           The author or co-author of the resolution must represent the  
            district in which the facility is located, and the resolution  
            must identify the specific highway segment or structure being  
            named.
           The segment of highway being named must not exceed five miles  
            in length.  
           The proposed designation must reflect a community consensus  
            and be without local opposition.
           The proposed designation may not supersede an existing  
            designation unless the sponsor can document that a good faith  
            effort has uncovered no opposition to rescinding the prior  
            designation.

           This resolution designates a 4.7-mile portion of State Highway

          Route 91 between La Sierra Avenue and Madison Street in  
          Riverside County as the Officer Michael Crain Memorial Highway.   
          The resolution further requests that the Department of  
          Transportation erect appropriate signs upon receiving donations  
          from non-state sources to cover the costs.  
          
          COMMENTS:

           1.Purpose  .  The author introduced this resolution to honor the  
            life and service of Officer Michael Crain.
           2.Background  .  Michael (Mike) Crain was born in Anaheim,  
            California, on April 9, 1978.  Raised in the Riverside area,  
            he graduated from Redlands High School in 1996, after which he  
            attended Crafton Hills College in Yucaipa for a year prior to  
            enlisting in the United States Marine Corps.  During his  
            military service, Sergeant Crain served two deployment tours  
            in Kuwait as a rifleman in the 15th Marine Expeditionary Unit,  
            3rd Battalion, 1st Marine Division, serving as a squad leader  
            and being promoted to the rank of sergeant, and was stationed  
            at Camp Pendleton in Oceanside where he taught Military  
            operations in urban terrain.  

            After being honorably discharged from the Marine Corps, Crain  
            graduated from the Riverside Sheriff's Academy and was sworn  
            in as a Riverside police officer on August 24, 2001.  During  
            his 11-year tenure with the Riverside Police Department, he  
            served as a Patrol Officer and was assigned to the Special  
            Weapons and Tactics (SWAT) Team.  Officer Crain also served as  
            a helicopter observer, a field training officer, and a  
            firearms instructor, and was assigned to the University  
            Neighborhood Enhancement Team (UNET).  During the early  
            morning of February 7, 2013, Officer Crain was killed in an  
            apparent ambush while he was on patrol and parked at a  
            stoplight with a trainee officer.  

            Officer Crain is survived by his wife, son, and daughter.

           3.Consistent with committee policy  .  This resolution is  
            consistent with the provisions of the committee's policy on  
            highway designations.
