           ACR 135 (Patterson and Conway) - As Introduced:  April 10, 2014
           
          SUBJECT  :  Specialist Manuel Joaquin Holguin Memorial Highway 

           SUMMARY  :  Designates a specific portion of State Route (SR) 245  
          in Tulare County as the "Specialist Manuel Joaquin Holguin  
          Memorial Highway."    Specifically,  this bill  :

          1)Recounts the lifetime accomplishments of Manuel Joaquin  
            Holguin, a decorated member of the armed forces who died in  
            the line of duty on July 15, 2006

          2)Designates a portion of SR 245 between Avenue 364 and Avenue  
            398 in Tulare County as the Specialist Manuel Joaquin Holguin  
            Memorial Highway.   

          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  

           FISCAL EFFECT  :   Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  Manuel Joaquin Holguin was a decorated member of the  
          United States Army.  Growing up in the small foothill community  
          of Elderwood, Mr. Holguin signed up for the Army's early  
          enlistment program prior to graduating in 2002.  While serving  
          in the Army, Mr. Holguin was assigned to the 2nd Battalion, 6th  
          Infantry Regiment, 2nd Brigade of the 1st Armored Division  
          serving in southern Baghdad at Camp Muleskinner.  Mr. Holguin  
          also saw action in Karbala and Al-Kut.  On July 15, 2006, Mr.  
          Holguin was killed while engaging in a firefight in southern  
          Baghdad a month before his 22nd birthday and just 3 months prior  
          to completing his tour of duty.  This bill designating a

          specific portion of SR 245 in honor of Manuel Joaquin Holguin  
          acknowledges the significant role Mr. Holguin played in his  
          community and for his country.
