           SUMMARY  

          This measure designates, as the "Specialist Manuel Joaquin  
          Holguin Memorial Highway," the portion of State Route 245 from  
          Avenue 364 to Avenue 398 near the town of Elderwood in Tulare  
          County.

           FISCAL EFFECT  

          Minor State Highway Account costs to Caltrans to make and erect  
          appropriate signs; these costs are fully covered by donations.

           COMMENTS  

           Purpose  . This bill honors Army Specialist Holguin, who was  
          killed in action on July 15, 2006 during his second tour of duty  
          in Iraq.
