           SUBJECT  :    Specialist Manuel Joaquin Holguin Memorial Highway

           DIGEST  :    This resolution designates a portion of State Highway  
          Route 245 near the town of Elderwood, in Tulare County, as the  
          Specialist Manuel Joaquin Holguin Memorial Highway.

           ANALYSIS  :    This resolution honors the life and service of  
          Specialist Manuel Joaquin Holguin.
          
           Background  

          Manuel Joaquin Holguin was born August 29, 1984, in Visalia,  
          California, grew up in Elderwood, California, and graduated from

          Woodlake Union High School in June 2002.  He then signed up with  
          the United States Army for a three-year commitment and was sent  
          to Fort Benning, for boot camp, where he also received advanced  
          infantry training.  He served two tours of duty in Iraq, the  
          first in 2003-2004.  During the second tour, on July 15, 2006,  
          his unit responded to an explosion at a marketplace, set up a  
          perimeter, and began to receive small arms fire.  During the  
          firefight, an improvised explosive device detonated, killing  
          Specialist Holguin one month before his 22nd birthday. 

          Specialist Holguin was awarded the Purple Heart and the Bronze  
          Star medals for his active military service in the United States  
          Army and for his actions, not only on that day, but for the  
          entire time he spent in Iraq.  He is survived by his mother,  
          father, and brother.

          This resolution designates a 4.5-mile portion of State Highway  
          Route 245 (Millwood Drive) from Avenue 364 to Avenue 398 near  
          the town of Elderwood, in Tulare County, as the Specialist  
          Manuel Joaquin Holguin Memorial Highway.  The resolution further  
          requests that the Department of Transportation erect appropriate  
          signs upon receiving donations from non-state sources to cover  
          the costs.
