AB 181, as amended, Logue. Public postsecondary education: Baccalaureate Degree Pilot Program: University of California.
Existing law establishes a system of public elementary and secondary schools operated by local educational agencies throughout the state. Existing law also establishes a system of public postsecondary education in this state that includes 3 segments: the California Community Colleges, the California State University, and the University of California.
This bill would express the intent of the Legislature to establish a pilot program with the goal of establishing a coordinated curriculum that enables studentsbegin insert, including, but not necessarily limited to, students who have earned college course credit through concurrent enrollment in high school and community college,end insert to earn a baccalaureate degree from a participating University of California campus within 3 years of graduating from a secondary school, at a total cost to the student that does not exceed $20,000, excluding the cost of instructional materials and mandatory campus-based fees. The bill would authorize the University of California to establish a Baccalaureate Degree Pilot Program that includes any campus of the University of California, any campus of the California Community Colleges that volunteers to participate, and any secondary educational institution that volunteers to participate. The bill would place specified conditions on the operation of the pilot program.

It is the intent of the Legislature to establish a pilot

9that enables studentsbegin insert, including, but not necessarily limited to,
10students who have earned college course credit through concurrent
11enrollment in high school and community college,end insert to earn a
12baccalaureate degree from a participating University of California
13campus within three years of graduating from a secondary school,
14at a total cost to the student that does not exceed twenty thousand
15dollars ($20,000), excluding the cost of instructional materials and
16mandatory campus-based fees.
The University of California may establish a
18Baccalaureate Degree Pilot Program that includes any campus of
19the University of California, any campus of the California
20Community Colleges that volunteers to participate, and any
21secondary educational institution that volunteers to participate.
Notwithstanding any other law, all of the following
23provisions shall apply to the operation of the pilot program:
24(a) The number of advanced placement (AP) course credits that
25a participating high school pupil may earn is unlimited.
26(b) The number of transfer credits that a participating high
27school pupil earns that may be accepted by the participating
28community college or University of California campus shall be
29unlimited, except as provided for in subdivision (h).
P3 1(c) A participating student may attend and earn college course
2credit at either his or her high school or
at a participating
3community college, and the provisions of subdivision (c) of Section
448800 shall not apply to a participating high school pupil.
5(d) In order to earn college course credit under the pilot program
6for college-level coursework undertaken before graduation from
7high school, other than courses taken at a community college, a
8participating student shall earn a score of three or better on the AP
9examination for each college-level course.
10(e) A participating student shall receive priority enrollment
11status at a participating community college, and be required to
12enroll at that community college either in the summer term or the
13fall semester immediately succeeding that pupil’s graduation from
14high school.
15(f) In order to remain in the pilot program, a participating student
16shall maintain a minimum grade point average determined by the
17participating institution that shall be at least 2.5 on a 4-point scale.
18(g) A participating student shallbegin delete attend community collegeend deletebegin insert be
19aend insert full timebegin insert studentend insert, shall take no less than 12 semester units each
20semester, and shall complete his or her associate of arts transfer
21degree in not more than two years from the date he or she enrolled
22at the community college.
23(h) A participating
University of California campus shall accept
24a minimum of 60 semester units earned by a participating student
25at either a high school or a community college pursuant to the pilot
26program.
27(i) The mandatory systemwide fees and tuition and mandatory
28campus-based fees charged to a participating student shall not be
29increased during the first two academic years of his or her
30attendance at a University of California campus pursuant to the
31pilot program.
32(j) Institutions participating in the pilot program may offer
33participating students summer internships for credit toward the
34pilot program.
35(k) A participating student shall receive priority enrollment
36status at a participating University of California campusbegin insert,end insert
and shall
37be required to enroll at that University of California campus either
38in the summer term or the fall semester immediately succeeding
39thatbegin delete pupil’send deletebegin insert student’send insert completion of the required community college
40coursework.
P4 1(l) The bachelor’s degrees awarded at the participating
2University of California campus to a participating student shall be
3limited to baccalaureate degrees in one or more of the following
4fields of study:
5(1) Science.
6(2) Technology.
7(3) Engineering.
8(4) Mathematics.
The requirements imposed on the University of
10California pursuant to Section 92702 shall only apply to the extent
11that the regents, by appropriate resolution, make them applicable.
