This measure would proclaim July 28, 2014, as World Hepatitis Day in California.

P1 1WHEREAS, Viral hepatitis, which is a group of diseases known
2as Hepatitis A, B, C, D, and E, affects hundreds of millions of
3people worldwide, causing acute and chronic liver disease; and
4WHEREAS, Viral hepatitis is responsible for 1.4 million deaths
5every year. Approximately 500 million people are currently living
6with viral hepatitis and some 2 billion people have been infected
7with the hepatitis B virus; and
8WHEREAS, Most people with chronic hepatitis B and C are
9unaware of their infection and are at serious risk of developing
10chronic cirrhosis or liver cancer; and
11WHEREAS, A federal program and federal funding is needed
12to address the public health crisis of viral hepatitis, especially
13hepatitis C; and
14WHEREAS, Every year on July 28, the World Health
15Organization (WHO) and partners observe World Hepatitis Day
P2 1to increase awareness and understanding of viral hepatitis and the
2diseases that viral hepatitis causes; and
3WHEREAS, In April 2014, the WHO issued new
4recommendations on treatment of Hepatitis C and in May 2014,
5the World Health Assembly delegates from 194 governments
6adopted a resolution to improve prevention, diagnosis, and
7treatment of viral hepatitis; and
8WHEREAS, World Hepatitis Day provides an opportunity for
9communities to focus on specific actions, such as strengthening
10prevention, screening, and control of viral hepatitis and its related
11diseases, and increasing hepatitis B vaccine coverage; now,
12therefore be it
13Resolved,by the Assembly of the State of California, the Senate
14thereof concurring, That the Legislature proclaims July 28, 2014,
15as World Hepatitis Day in California; and be it further
16Resolved, That the Chief Clerk of the Assembly transmit copies
17of this resolution to the author for appropriate distribution.
