Assembly Concurrent Resolution No. 165—Relative to the Joel Mendenhall Memorial Highway.

LEGISLATIVE COUNSEL’S DIGEST

ACR 165, as amended, Waldron. Joel Mendenhall Memorial Highway.

This measure would designate a portion of State Highway Route 76 in the County of San Diego as the Joel Mendenhall Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

P1    1WHEREAS, Joel Mendenhall was a real cowboy and cattle
2rancher, who embraced the values of the Old West, but also
3understood the demands and markets of today’s world; and

4WHEREAS, Joel Mendenhall was part owner of Homegrown
5Cattle Company, Homegrown Meats, My Country Club Hunting
6Ranch, and La Jolla Butcher Shop in La Jolla; and

P2    1WHEREAS, Joel Mendenhall was a man who was quiet, but
2friendly, dependable, resourceful, devoted to his family, and always
3ready to help someone who needed it; and

4WHEREAS, Joel Mendenhall’s family history dates back to the
5first homesteaders of the Palomar Mountain area in the mid-1800s;
6and

7WHEREAS, Joel Mendenhall’s work ethic was based on doing
8what was needed to get the job done, never punching a clock, often
9working well into the night in all kinds of weather, and
10demonstrating self-sufficiency and a willingness to be there for
11others who needed help; and

12WHEREAS, Joel Mendenhall always knew where the bass were
13biting, the eagles were nesting, the turkeys were roosting, the big
14bucks were in rut, or where a mountain lion might be prowling;
15and

16WHEREAS, Joel Mendenhall was comfortable on a good horse,
17skilled at roping and wielding a branding iron, and enjoyed
18competition between himself and his dad for big buck bragging
19rights; and

20WHEREAS, Joel Mendenhall was always the first to help a
21young lady bag her first deer, an old hunter drag out a downed
22buck, or offer amazingly detailed instructions on where to set up
23for opening day of turkey season; and

24WHEREAS, Joel Mendenhall died in a tragic ranching accident
25on September 2, 2013, at 30 years of age; and

26WHEREAS, Joel Mendenhall is survived by his wife, Jenna,
27his three young daughters, and his parents, Frank and Janice
28Mendenhall, and will be missed by his family, and many friends,
29outdoorsmen, ranchers, business partners, and the community of
30which he was a treasured part; now, therefore, be it

31Resolved by the Assembly of the State of California, the Senate
32thereof concurring,
That the Legislature hereby designates the
33portion of State Highway Route 76 frombegin delete the intersection of Rey
34River Ranch Road at post mile 44.0end delete
begin insert post mile 43.25end insert to thebegin delete westernend delete
35begin insert easternend insert intersection of State Highway Route 76 and County Road
36S6, also called Palomar Mountain Road, at post mile 38.25, in the
37County of San Diego, as the Joel Mendenhall Memorial Highway;
38and be it further

39Resolved, That the Department of Transportation is requested
40to determine the cost of appropriate signs consistent with the
P3    1signing requirements for the state highway system showing this
2special designation and, upon receiving donations from nonstate
3sources sufficient to cover the cost, to erect those signs; and be it
4further

5Resolved, That the Chief Clerk of the Assembly transmit copies
6of this resolution to the Director of Transportation and to the author
7for appropriate distribution.
