          SUBJECT  :  Memorial Highway Naming

           SUMMARY  :   Names a portion of State Route (SR) 210 in the City  
          of Pasadena as the Pasadena Police Agent Richard Morris Memorial  
          Highway.  Specifically,  this bill  :  

          1)Recounts the life and accomplishments of Agent Richard Morris.  
             

          2)Designates the portion of SR 210 from Rosemead Boulevard to  
            Allen Avenue in the City of Pasadena as the Pasadena Police  
            Agent Richard Morris Memorial Highway.  

          3)Requests the California Department of Transportation  
            (Caltrans) to determine the cost of appropriate signs,  
            consistent with the signing requirements for a state highway  
            system, showing the special designation and, upon receiving  
            donations from non-state sources covering that cost, to erect  
            those signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating  
          and maintaining state highways including the installation and  
          maintenance of highway signs  .

           FISCAL EFFECT  :   Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  Agent Morris was born on March 11, 1940 and grew up  
          in Temple City and Rosemead, California.  He attended Muscatel  
          Junior High School and Rosemead High School in San Gabriel  
          Valley.  Growing up, Agent Morris was involved in numerous  
          community activities, school sports programs, and service  
          activities.  After graduating with an Associate Degree in  
          Political Science from Mt. San Antonio College, Agent Morris  
          enlisted in the United States Marine Corps and subsequently  
          joined the Pasadena Police Department in 1962.  

          While with the Pasadena Police Department, Agent Morris promoted  
          to the rank of Agent in the Detective, Narcotics unit.  Police

          Agent Morris was shot and killed in the line of duty on March  
          13, 1969 while pursuing an assault suspect.  Agent Morris is  
          remembered for his honor, courage, and commitment to the  
          residents of the City of Pasadena.  

          This resolution designates the portion of SR 210 between  
          Rosemead Boulevard and Allen Avenue in the City of Pasadena as  
          the Pasadena Police Agent Richard Morris Memorial Highway.  This  
          resolution further requests that Caltrans erect appropriate  
          signs upon receiving donations from non-state sources to cover  
          the costs.
