To the Members of the California State Senate:

I am returning Assembly Bill 411 without my signature.

Nothing in current law prevents the Department of Health Care
Services from requiring its external quality review organization to
provide more detailed data by geography, race, ethnicity, or other
demographic attribute.

If the department sees a need or benefit that justifies the costs of
procuring this additional data, I am confident that they will procure
it.
