   An act to  amend Section 88643 of the Education 
 add Chapter 2.7 (commencing with Section 1499.1) to Division 2
of the Health and Safety  Code, relating to  economic
development   health and home care  .

   AB 421, as amended, Williams.  California Community
Colleges Economic and Workforce Development Program: Job Development
Incentive Training Program.   Health and home care:
worker training. 
   Existing law  , until January 1, 2018, establishes the Job
Development Incentive Training Program as a component of the
California Community Colleges Economic and Workforce Development
Program. Existing law states the intent of the Legislature that the
Job Development Incentive Training Program provide training on a
no-cost or low-cost basis to participating employers who create
employment opportunities at an acceptable wage level for the
attainment of self-sufficiency by specified aid recipients and low
wage earners. Existing law requires a community college that
participates in the Job Development Incentive Training Program to
inventory its local or regional business community, including
nonprofit organizations, and identify industry-driven needs and
employment opportunities with a goal of attaining self-sufficiency
through workforce reentry, continuous employee training, and skills
upgrades.   requires the State Department of Social
Services, in consultation and collaboration with others, as
specified, to develop a train   ing curriculum for in-home
support services providers that addresses issues of consistency,
accountability, and increased quality of care for in-home supportive
services recipients. 
   This bill would  make a nonsubstantive change to the
latter provision.   require the State Department of
Social Services and State Department of Public Health, in
consultation and collaboration with others, as specified, to develop
a training curriculum for health and home care workers that addresses
the above-mentioned issues for health and home care recipients.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Chapter 2.7 (commencing with Section
1499.1) is added to Division 2 of the   Health and Safety
Code   , to read:  
      CHAPTER 2.7.  HEALTH AND HOME CARE WORKER TRAINING


   1499.1.  (a) No later than January 1, 2015, the State Department
of Social Services and the State Department of Public Health, in
consultation with the State Department of Health Care Services, and
in collaboration with stakeholders including, but not limited to,
recognized employee representatives, shall develop a training
curriculum for health and home care workers that shall address issues
of consistency, accountability, and increased quality of care for
health and home care recipients.
   (b) Participation in the training developed pursuant to
subdivision (a) shall be voluntary.
   (c) This section shall not be construed to preclude a managed care
health plan, as part of the care coordination team, from developing
recipient-specific voluntary training curriculum for a health or home
care worker who has been integrated into a beneficiary's care
coordination team.  
  SECTION 1.    Section 88643 of the Education Code
is amended to read:
   88643.  A community college that participates in the Job
Development Incentive Training Program shall inventory its local or
regional business community, including nonprofit organizations, and
identify industry-driven needs and employment opportunities with a
goal of attaining self-sufficiency through workforce reentry,
continuous employee training, and skills upgrades.
