           SUMMARY  

          This bill requires the Department of Veterans Affairs (DVA) to  
          "investigate" a veteran's financial status to ensure the veteran  
          is unable to pay for hospital or home care prior to the  
          veteran's admission to a veterans' home.  

          Current law authorizes such investigation but does not require  
          it.

           FISCAL EFFECT  

          Minor absorbable costs to the DVA. This financial review is  
          current practice.

           COMMENTS  

           Rationale  . The author's office states the intent of this at this  
          bill is to ensure equitable admission to veterans' homes. 

           It is not clear there is a need for this bill  . The author's  
          office and the department acknowledge that such investigation is  
          current practice.
