The Donahoe Higher Education Act sets forth, among other things, the missions and functions of California’s public and independent segments of higher education, and their respective institutions of higher education. Provisions of the act establish the California Postsecondary Education Commission for, among other purposes, the collection of data pertinent to the planning and coordination of the higher education system.
Existing law establishes the California Distance Learning Policy, which sets forth the guiding goal and principles for the utilization of technology in California postsecondary education.
This bill would establish the California Postsecondary Online Education Task Force, to consist ofbegin delete 11end deletebegin insert
15end insert members to bebegin delete appointedend deletebegin insert selected, as specified,end insert on or before March 31, 2014. This bill would require the task force to evaluate and collect data onbegin delete the current status of postsecondary online education in both public and private institutions, as specified, examine online education programs in other states, and analyze methods to implement online education programs in California postsecondary institutions. The people of the State of California do enact as follows:
Section 66940.7 is added to the Education Code,
2to read:
(a) The California Postsecondary Online Education
4Task Force is hereby established. As used in this section, “task
5force” means the California Postsecondary Online Education Task
6Force.
7(b) The task force shall consist ofbegin delete 11end deletebegin insert 15end insert members, who shall be
8begin delete appointedend deletebegin insert selectedend insert on or before March 31, 2014, in accordance
9with the following:
10(1) Three representatives from the business community with
11expertise in business and education technology, appointed by the
12Governor, the Speaker of the Assembly, and the Senate Committee
13on Rules, respectively.
14(2) Three
members shall be appointed by the Governor, one
15from each of the Board of Governors of the California Community
16Colleges, the Regents of the University of California, and the
17Trustees of the California State University.
18(3) A faculty member from the California Community Colleges,
19appointed by the Governor.
20(4) A faculty member from the California State University,
21appointed by the Senate Committee on Rules.
22(5) A faculty member of the University of California appointed
23by the Speaker of the Assembly.
24(6) The Superintendent of Public Instruction or his or her
25designee.
26(7) The Lieutenant Governor or his or he designee.

38(12) One student of the University of California, selected by the
39President of the University of California from a list of the names
40of at least two students submitted to the president by the governing

4(13) A member of the task force shall serve at the pleasure of
5the entity that selected him or her.
6(c) The duties of the task force shall include, but notbegin insert

8(1) Evaluating and collecting data on the status of postsecondary

10including out-of-state online education providers, offering online

12ofend insert the following:
13(A) The number of students, course offerings, types of course
14offerings, and full degree programs in each institution.
15(B) The averagebegin insert amount ofend insert student loan debt and thebegin delete student statusbegin insert of repayment of these loansend insert.

17(C) The amount of money invested per student per program.
18(D) The completion rate of students enrolled full time in online
19courses and part time in online courses.
20(E) Data on student demographics, including, but notbegin insert
necessarilyend insert
21 limited to, matriculated compared to nonmatriculated students,
22and students enrolled full time in online courses compared to
23students enrolled part time in online courses.
24(F) Data on faculty teaching online, including, but not
25begin insert necessarilyend insert limited to, tenure status, years of teaching in a
26classroom compared to online teaching,begin delete age,end delete and the number of
27classes taught.
28(2) Examining postsecondary online education programs in
29other states.

16submitted in compliance with Section 9795 of the Government

18(f) This section shall remain in effect only until ____, and as of
19that date is repealed, unless a later enacted statute, that is enacted
20before ____, deletes or extends that date.
