Existing law establishes the California Community Colleges under the administration of the Board of Governors of the California Community Colleges, who, among other things, appoint the Chancellor of the California Community Colleges as the chief executive officer of the board.
end insertbegin insertThis bill would require the Chancellor of the California Community Colleges to convene a group of experts in career technical education, business, or industry. The bill would require the chancellor to ensure that the group of experts includes individuals who are community college faculty members or administrators, and representatives of private sector business or industry. The bill would require the group of experts to research and recommend ways to address the technical, policy, and fiscal issues related to implementing differential funding for credit-bearing high-cost, high-demand courses and programs, including career technical education offered at California Community College campuses, that regions deem valuable to their economies. The bill would require the group of experts to report its findings to the Legislature, on or before January 1, 2016.

(a) The Chancellor of the California Community
4Colleges shall convene a group of experts in career technical
5education, business, or industry. The chancellor shall ensure that
6the group of experts includes individuals who are community
7college faculty members or administrators, and representatives of
8private sector business or industry.
9(b) (1) The group of experts shall research and recommend
10ways to address the technical, policy, and fiscal issues related to
11implementing differential funding for credit-bearing high-cost,
12high-demand courses and programs, including career technical
13education offered at California Community College campuses,
14that regions deem valuable to their economies.
15(2) The group of experts shall report its findings to the
16Legislature on or before January 1, 2016.
17(c) (1) The requirement for submitting a report imposed under
18paragraph (2) of subdivision (b) is inoperative on January 1, 2020,
19pursuant to Section 10231.5 of the Government Code.
20(2) A report to be submitted pursuant to paragraph (2) of
21subdivision (b) shall be submitted in compliance with Section 9795
22of the Government Code.
It is the intent of the Legislature to enact
24legislation relating to public elementary and secondary education
25in this state.
