SUMMARY
As proposed to be amended , this bill requires the California
Department of Corrections and Rehabilitation (CDCR) to set goals
and priorities for career technical education (CTE).
FISCAL EFFECT
Absorbable costs as this requirement is consistent with current
practice.
Current law requires CDCR to set goals and priorities for inmate
education programs. This bill specifies the inclusion of CTE.
COMMENTS
1)Rationale . According to the author, "This bill recognizes that
rehabilitation includes developing a set of skills related to
successful reentry into the workforce. It does not mandate
what to teach or how the subject is to be taught but sets a
framework for decision making within CDCR. This bill would
require in law that CDCR set goals for vocational programs as
it currently does for academic programs and base its decisions
on evidence based data."
2)Need for the bill is not clear . CDCR's current education
efforts include goals and priorities for CTE as well as
academic education. Explicitly specifying such, however, is
not problematic.
3)Amendments delete the requirement to develop standards and
criteria for evaluating efficacy of CTE programs.
