To the Members of the California State Assembly:

I am returning Assembly Bill 1290 without my signature.

This bill adds two voting members to the 11 voting-member California
Transportation Commission (Commission) and requires additional
reporting on regional planning issues.

The author's intent for this bill is to ensure the state's
transportation planning policy focuses on air quality and land use
issues.  The Governor's Reorganization Plan that went into effect
July 1 of this year requires the Department of Transportation, the
Department of Housing and Community Development, and the Commission
to coordinate housing and transportation policies and programs.  I
think these changes will fully satisfy the author's objectives for
this bill.
