           SUMMARY  

          This bill includes technical clean-up language to Chapter 476,  
          Statues of 2011 (AB 341, Chesbro).  Specifically, this bill:

          1)Codifies the definition of "commercial solid waste" rather  
            than referencing a regulatory definition. 

          2)Corrects a drafting error that cited Section 426492 rather  
            than 42649.2 and, corrects a cross-reference.

           FISCAL EFFECT  

          Minor, if any costs.

           COMMENTS  

           Background and Purpose.   AB 341 (Chesbro, 2011) established a  
          state policy goal that 75% of solid waste generated be diverted  
          from landfill disposal by 2020.  Additionally, commercial waste  
          generators are required to arrange for recycling services and  
          local government are required to implement commercial solid  
          waste recycling programs designed to divert solid waste from  
          businesses.

          This bill includes technical and clean-up language for the new  
          recycling program requirements enacted by AB 341 in 2011.
