To the Members of the California State Assembly:

I am returning Assembly Bill 1431 without my signature.

This bill modifies the contribution rules contained in the Political
Reform Act, but only with respect to school administrators. I am not
inclined to establish a separate set of rules that apply to one class
of school employees.
