An act to add Section 50034 to the Government Code, relating to local government.

AB 1448, as introduced, Mullin. Local government: part-time elected officials: lifetime healthcare benefits.

Existing law provides for the creation and regulation of cities, counties, and cities and counties. Existing law permits these agencies to form retirement and pension systems, and also permits these agencies to become contracting members of the Public Employees’ Retirement System. Existing law permits a city, a county, and other local governmental entities to provide compensation, including health care benefits, to its elected officials.

This bill would prohibit the legislative or governing body of a city, county, city and county, school board, special district, or any other entity of local government from granting lifetime healthcare benefits to an elected official who serve part time.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 50034 is added to the Government Code,
2to read:

50034.  

(a) Notwithstanding any other law, the legislative body
2of a city, county, city and county, school board, special district,
3or any other entity of local government shall not grant lifetime
4healthcare benefits to an elected official who serves part time.

5(b) This section applies only to an individual who assumes a
6term of office commencing on or after January 1, 2015.
