           SUMMARY  :  Requires the Department of General Services (DGS),  
          with consent from the Department of Corrections and  
          Rehabilitation (CDCR), to lease vacant property on the grounds  
          of California State Prison at Folsom to a specified nonprofit  
          entity for the construction and operation of a peace officers  
          memorial and museum.  

           The Senate amendments  : 

          1)Delete the requirement for the lease rate to be calculated  
            based on an initial monthly rate of $0.22 per square foot of  
            the museum facility. 

          2)Allow DGS, CDCR, and the lessee to negotiate the price and  
            other terms of the lease. 

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.  


           COMMENTS  :  The Senate amendments remove the provision of this  
          bill that would have locked in a lease rate of $0.22 per square  
          foot of the museum facility and, instead, provide flexibility to  
          DGS, CDCR, and the lessee to negotiate the price and other terms  
          of the lease arrangement in order to ensure the continued use,  
          enjoyment and new expansion of the museum on prison property.   
          Under existing law, DGS is authorized to enter into such  
          agreements when the director determines that doing so is in the  
          best interests of the state.
