Existing law, the Mello-Granlund Olderbegin delete Californian’send deletebegin insert Californiansend insert Act, establishes the California Department of Aging and sets forth its duties and powers, including, among other things, administering all programs under the act and the federal Older Americans Act of 1965, which includes providing technical assistance to area agencies on aging, program managers, staff, and volunteers providing services. Existing law provides findings and declarations relating to lesbian, gay, bisexual, and transgenderbegin delete (LGBT)end delete seniors and requires each area agency on aging to include the needs ofbegin delete LGBTend deletebegin insert
lesbian, gay, bisexual, or transgender (LGBT)end insert seniors inbegin delete theirend deletebegin insert itsend insert needs assessment and area plans.
This bill would authorize the Director of the California Department of Aging to provide grants, to the extent appropriations are made begin deleteavailable, forend deletebegin insert
for this purpose, toend insert nonprofit organizations with experience providingbegin delete culturally competentend delete services and trainingbegin delete toend deletebegin insert that are culturally competent and sensitive to issues relating to the lesbian, gay, bisexual, and transgender community. The bill would require end insertbegin insertnonprofit organizations receiving those grant funds to, among other things,end insert provide training, outreach, and education to agencies, individuals, and other appropriate entities that provide services to veterans who are elder andbegin delete lesbian, gay, bisexual, or transgender.end deletebegin insert

Section 9103.2 is added to the Welfare and

9(b) (1) Nonprofit organizations receiving grants under this
10section shall use grant funds to do all of the following:
11(A) Provide outreach to elder veterans who are lesbian, gay,
12bisexual, or transgender (LGBT).
13(B) Refer, as appropriate, elder, LGBT
veterans to agencies,
14individuals, and other appropriate entities that provide services
15to elder, LGBT veterans.
16(C) Provide training, outreach, and education to, and coordinate
17with, agencies, individuals, and other appropriate entities that
18provide services to elder, LGBT veterans.
19(2) For the purposes of this subdivision, an appropriate entity
20that provides services to elder, LGBT veterans includes, but is not
21limited to, organizations authorized to prepare, present, and
22prosecute a claim before the United States Department of Veterans
23Affairs, such as county veterans’ service offices and
24congressionally chartered veterans service organizations.
