          SUMMARY  :  Requires contractors for personal services contracts  
          to provide the state agency's contracting official with  
          quarterly reports about performance and expenses, and sets  
          criteria for contract termination.

           The Senate amendments  :

          1)Change the term "service contract" to "personal services  
            contract."

          2)Move the nearly identical section that was to be added to the  
            Public Contract Code to the Government Code instead.

           EXISTING LAW  specifies the various responsibilities of the  
          Department of General Services (DGS) and other state agencies in  
          overseeing and implementing state contracting procedures and  
          policies.

           FISCAL EFFECT  : According to the Senate Appropriations Committee,  
          pursuant to Senate Rule 28.8, negligible state costs.
           
          GOVERNOR'S VETO MESSAGE  :

          "This bill requires contractors to file certain performance  
          reports every three months for the life of the contract. Current  
          law already gives state agencies the discretion to require any  
          reports they deem necessary for personal services contracts.

          "I don't believe we should mandate additional paperwork without  
          a clear benefit, which I don't find to be the case here."
