To the Members of the California State Assembly:

I am returning Assembly Bill 1575 without my signature.

This bill requires contractors to file certain performance reports
every three months for the life of the contract.  Current law already
gives state agencies the discretion to require any reports they deem
necessary for personal services contracts.

I don't believe we should mandate additional paperwork without a
clear benefit, which I don't find to be the case here.
