The California Constitution establishes that the civil service includes every officer and employee of the state, except as otherwise provided in the California Constitution, and requires civil service appointment to be made under a general system based on merit ascertained by competitive examination.

annual Personal Services Contractor Expenditure Budget to accompany the Governor’s Budget, detailing total expenditures for personal services contracts for California state government.end insert

The people of the State of California do enact as follows:

(a) The Department of General Services shall establish
4and maintain an online database of personal services contracts
5that is accessible to the public, searchable, sortable, and
6downloadable. The database shall include all of the following:
7(1) Description of the personal services contract and services
8being purchased.
9(2) Name of the department, agency, or division contracting for
10the service.
11(3) Name of the contractor and any and all subcontractors.
12(4) Effective and expiration dates of the contract.
13(5) Annual amount paid to the contractor in past fiscal years
14and the current fiscal year under the contract, by funding source.
15(6) Annual amount proposed to be paid to the contractor in the
16fiscal years beyond the approved budget.
17(7) Total projected cost of the contract for all fiscal years, by
18funding source.
19(b) The Department of General Services shall compile the
20information listed in subdivision (a) in an annual Personal Services
21Contractor Expenditure Budget accompanying the Governor’s
22Budget, detailing total spending on total personal services
23contracts for California state government.
Section 10373 is added to the Public Contract
25Code, to read:
(a) The Department of General Services shall establish
2and maintain an online database of service contracts that is
3accessible, searchable, sortable, and downloadable. The database
4shall include all of the following:
5(1) Description of the contract and services being purchased.
6(2) Name of the department, agency, or division contracting for
7the service.
8(3) Name of the contractor and any and all subcontractors.
9(4) Effective and expiration dates of the contract.
10(5) Annual amount paid to the
contractor in past fiscal years
11and the current fiscal year under the contract, by funding source.
12(6) Annual amount proposed to be paid to the contractor in the
13fiscal years beyond the approved budget.
14(7) Total projected cost of the contract for all fiscal years, by
15funding source.
16(8) A list of private contractor employees for each contract,
17reflected as full-time equivalent positions, their hourly wage rates,
18and the number of private contractor employees and consultants
19for the current and previous fiscal years.
20(b) The information listed in subdivision (a) shall be compiled
21in an annual Service Contractor Expenditure Budget accompanying
22the Governor’s Budget, detailing total spending on total service
23contracts for California state
government.
