Existing law requires the Controller to submit specified fiscal reports, including, among others, an annual report to the Governor relating to the state’s revenues and expenditures during the preceding fiscal year and a quarterly report to the Legislature on the General Fund that compares state revenues and expenditures for that quarter with the Budget Act, and other expenditures authorized pursuant to statute. begin insert Except as otherwise provided by law, all money belonging to the state received from any sourceend insertbegin insert by any state agency is accounted for to the Controller, and on the order of the Controller, paid into the Treasury and credited to the General Fund, as prescribed.end insert
This bill would require the Controller to prepare and submit to the Legislature and the Department of Finance an annual report on bank accounts and savings and loan association accounts outside the treasury system, as specified.begin insert This bill would specifically require a state agency that receives revenues for state costs under a cost recovery statute to deposit those revenues into the State Treasury.end insert

Section 12462.5 is added to the Government
2Code, to read:
(a) The Controller shall prepare and submit to the
4Legislature and the Department of Finance an annual report on
5bank accounts and savings and loan association accounts outside
6the treasury system. The report shall include all of the following
7for each account:
8(1) The name of the account.
9(2) The source of authorization for establishing the account.
10(3) The account balance.
11(4) Cost recovery revenues deposited into the account.
