          SUMMARY  :  Requires the State Controller's Office (SCO) to  
          include specified information in the budgetary-legal basis  
          annual report on all funds maintained in accounts outside the  
          State Treasury System.  Specifically, the report must include:  

          1)The name of the account;

          2)The source of authorization for establishing the account; and,

          3)The account balance.

          Additionally, this bill provides that if a state agency receives  
          revenues for state costs under a cost recovery statute, the  
          agency must account for those revenues to the SCO for deposit  
          into the State Treasury.

           The Senate amendments  remove the requirement for an additional  
          report to be generated by the SCO and specify the information be  
          included in the existing budgetary-legal basis annual report.

           EXISTING LAW  requires the SCO to submit certain fiscal reports  
          that contain information on the state's revenues and  
          expenditures during the preceding fiscal year to the Governor  
          and Legislature.

           FISCAL EFFECT  :  According to Senate Appropriations Committee,  
          pursuant to Senate Rule 28.8, negligible state costs.
