SUMMARY : Requires the Department of General Services (DGS) to
conduct a long-range planning study of state-controlled and
state-owned office buildings in the Sacramento region.
The Senate amendments :
1)Remove the provisions authorizing DGS, with the consent of the
Board of Equalization (BOE), to enter into agreements for the
planning, design, construction, and acquisition of facilities
to relocate the BOE headquarters in the Sacramento region.
2)Require DGS to complete, by July 1, 2015, a long-range
planning study for the state's office space needs in the
County of Sacramento and the City of West Sacramento.
3)Specify the type of information to be included in the study
and how the study will be used.
EXISTING LAW creates DGS to provide centralized services to
state agencies, including those related to planning,
acquisition, construction, and maintenance of state buildings
and properties.
FISCAL EFFECT : Unknown
COMMENTS : Senate amendments substantially change the scope of
this bill. This bill now requires DGS to complete, by July 1,
2015, a long-range planning study for the state's office space
needs in the Sacramento region. Amendments specify that the BOE
headquarters will be included in the study.
This bill also specifies that the study will evaluate overall

state facility needs in the region and the capacities,
conditions, and uses of buildings. The study will include a
25-year plan for renovating and/or replacing state office space
in the region, and this bill states that the plan will be used
to develop cost and scope information to be considered in future
budget proposals.
