The people of the State of California do enact as follows:
The Legislature finds and declares all of the
2following:
3(a) Life in California is enriched by art, innovation, and
4creativity.
5(b) The source of art is in the natural flow of the human mind,
6but realizing craft and beauty is demanding, and the people of the
7state desire to encourage and nourish these skills wherever they
8occur, to the intrinsic and extrinsic benefit of all.
9(c) Every dollar in state support for the
arts leverages $7 in
10earned and contributed revenue, and brings back more than $3 in
11taxes to state and local government entities.
12(d) California’s cultural enterprises provide nearly 500,891
13jobs for its residents, accounting for 7.6 percent of total
14employment.
15(e) Nonprofit arts organizations contribute $9,000,400,000 to
16the state’s economy.
17(f) Nonprofit arts organizations are a partner to the creative
18industries and play a key role in the 21st century workforce and
19the global economy, in fields including architecture, advertising,
20consulting, education, performing arts, museums, other cultural
21industries, design, including electronic design, software
22development, film, games, including computer games, historic
23preservation, music, new media, publishing, radio, television, and
24tourism.
25(g) An investment in the arts and the creative economy industries
26can revitalize a neighborhood or area by accomplishing all of the
27following:
28(1) Stimulating the economy.

Notwithstanding Section 13340 of the Government
8Code, the General Fund is hereby continuously appropriated to
9the Arts Council in the amount of ____ ($___) in each fiscal year.
10These funds shall be used only to issue grants to further the arts,
11as otherwise authorized to be issued under this chapter.
It is the intent of the Legislature to enact
13legislation that would establish the Creative Industries and
14Community Economic Revitalization Act of 2014.
