SUMMARY
This bill requires a person with a valid Child Performer
Services Permit (CPS Permit) to include the permit number on
advertising in print or electronic media, including, but not
limited to, Internet Web sites, or in any other medium of
advertising.
FISCAL EFFECT
No state fiscal impact.
COMMENTS :
Purpose . Current law requires persons representing artists who
are minors under 18 years of age to obtain a CPS Permit from the
Labor Commissioner. Applicants must also pay a filing fee and
submit their fingerprints for a background check by the DOJ to
determine if they are eligible for the CPS Permit.
Professionals required to obtain CPS Permits include
photographers, acting coaches, and managers, among others.
This bill requires anyone already required by law to obtain a
CPS Permit, to display their CPS Permit number on any industry
advertisements. According to the author's office, this bill adds
a layer of protection for child actors by setting valid CPS
Permit holders apart from potentially dangerous, unpermitted
impostors.
